It's kinda sad because outside of the US we don't have prepaid blizzard cards everywhere like they have most people say they have in the US.

PayPal isn't a credit card. You have to get money into it somehow. Considering most of the people in this thread are talking about how they're young and can't get a credit card, it may be highly inconvenient for them to set up a PayPal just for use in Hearthstone.
The only ways for them to get money into their PayPal is by: You hook-up a bank account to Paypal. OR You enter in your credit card information and they take the money through that, including any foreign currency exchanges that need to be done.
Also, if you're that young that you don't have a bank account, than your parents are probably telling you they don't want to buy the packs for you.
Which means people want to go out and spend their allowance on something their parents don't want them to have. Actually this is incorrect.

Having a positive balance on Paypal by sending money won't work, even having a verified linked bank account doesn't work. While these options might be available in some countries like the US, or UK, they aren't for others.
This doesn't necessarily have to do with Paypal itself, but could be part of the contract Blizzard and Paypal have, with different terms for different countries.
The few countries which cannot use it do not matter to Blizzard. They are not going to invest in a payment infrastructure which costs them money to maintain, by the way for a few people.
They aren't going to make money. It isn't an investment worth attempting to them. This doesn't cost them anything. All they have to do is allow linking a bnet account to paypal without a credit card attached.
Verified accounts should work for any country not just the US. I'll let you believe opportunity costs do not exist and that Blizzard wants BNET accounts even more easily stolen.

Who are you talking to? Because I literally did not say anything about it being secure in specific countries and not others. It was fairly easy to tie paypal to my bank account to me.
I gave them my bank account and authorized them. Then I had to proof the bank account was mine, they did this by depositing a small sum on my bank and in the comment put some code.
I had to say what the sum was and give them the code, thereby proving the bank account is mine, from that point onward, if I make a paypal transfer it's automatically deducted from my bank account.
As explained above, linking a bank account only works for certain countries of residence. I can link mine, but Blizzard won't allow me to attach my account to Paypal unless I have a valid credit card.

You can probably get a good deal there, some banks offer credit cards for free for the new clients. Later if it runs out and they want you to pay for the next card just close your account or cancel the card, repeat in other bank.
